At the heart of the course lies the core question of the causes of peace and conflict, which are seen through different perspectives and lenses learned in the major subjects and augmented through the students’ cognizance and analysis of various International Security issues. Public Personnel Administration
PUBPERA or Public Personnel Administration provides an overview of personnel management in the public sector. Students will explore the administrative machinery of the public sector and its inner workings including the review of Revised Administrative Code within the Philippine context as learned in Administrative Law. The course is also designed based on the broader Human Resource Management perspective but will be more focused on the management of the public sector. Hence, it will discuss the entire spectrum of a public organization’s management of human resources from recruitment, examination, selection, appointment and movement to retirement of the public personnel.
The course will also tackle other areas including performance management, employee discipline, and personnel development including training, promotion of employee welfare and productivity and compensation. In learning the fundamentals of public personnel administration, students will be able to understand the context, processes, problems, paradoxes, issues and challenges as well as strategies and prospects of public personnel administration. By the end of the course, students should have also further developed their analytical and critical thinking skills to better prepare themselves to solve problems relating to personnel administration in the future.

PUBPERA or Public Personnel Administration provides an overview of personnel management in the public sector. Students will explore the administrative machinery of the public sector and its inner workings including the review of Revised Administrative Code within the Philippine context as learned in Administrative Law. The course is also designed based on the broader Human Resource Management perspective but will be more focused on the management of the public sector. Hence, it will discuss the entire spectrum of a public organization’s management of human resources from recruitment, examination, selection, appointment and movement to retirement of the public personnel.
The course will also tackle other areas including performance management, employee discipline, and personnel development including training, promotion of employee welfare and productivity and compensation. In learning the fundamentals of public personnel administration, students will be able to understand the context, processes, problems, paradoxes, issues and challenges as well as strategies and prospects of public personnel administration. By the end of the course, students should have also further developed their analytical and critical thinking skills to better prepare themselves to solve problems relating to personnel administration in the future.
