Increasing Public Sector Revenue in the Philippines: Equity and Efficiency Considerations

Public sector revenue has declined markedly in the Philippines over the past seven years. Most observers of the Philippine economy agree that rebuilding public sector revenue will be critical to reducing deficits and ensuring public sector debt sustainability. This paper reviews several of the main possibilities for raising public sector revenue, including increases in excise, VAT, and electricity rates. It argues that most of these proposals would raise revenue in a relatively efficient manner. Using household-level expenditure data, it also finds that most of these measures would be progressive, especially if they allow the government to avoid cuts in pro-poor spending.

Developing Islamic Finance in the Philippines

This report was prepared as part of the World Bank engagement in the Philippines to support Islamic Finance and Financial Inclusion. It provides an overview on the context for the development of Islamic finance in the Philippines and is accompanied by two focused reports providing further detail and suggestions on enhancing financial inclusion in the Philippines through Islamic microfinance and assessment of the status of financial inclusion in Autonomous Region in Muslim Mindanao (ARMM)and the proposed Bangsamoro territory. The term Islamic finance is used to refer to financial activities conforming to Islamic Law (Shari'ah). One of the main principles of the Islamic finance system is the prohibition of the payment and the receipt of riba (interest) in a financial transaction. A pure debt security is replaced with an "asset-based" security, direct financing of a real asset, and different forms of partnerships of which equity financing is the most desirable. The following key principles guide Islamic Finance: i) Prohibition of interest on transactions (riba; ii) Financing must be linked to assets (materiality); iii) Engagement in immoral or ethically problematic businesses not allowed (e.g., gambling or alcohol production); iv) Returns must be linked to risks. Table 1 provides a summary description of basic financial instruments. Over the past decade Islamic finance has emerged as an effective tool for financing development worldwide, including in non-Muslim majority countries. Discussion and interest in Islamic finance has also appeared on G20 discussions. Major financial markets are discovering solid evidence that Islamic finance has already been mainstreamed within the global financial system - and that it has the potential to help address the challenges of ending extreme poverty and boosting shared prosperity. In summary, Islamic finance is equity-based, asset-backed, ethical, sustainable, environmentally- and socially-responsible finance. It promotes risk sharing, connects the financial sector with the real economy, and emphasizes financial inclusion and social welfare.

Country partnership framework for the Republic of Moldova for the period FY18-21

The quest for an alternative development model that underlies Moldova's National Development Strategy (NDS), Moldova 2020, is a recognition that the two main drivers of economic growth and poverty reduction since the early 2000s are no longer sustainable. Growth was powered largely by consumption, and poverty reduction mainly by remittances and pensions. Since neither are expected to continue, future growth and poverty reduction will need to be driven increasingly by private sector-led job creation. Moreover, given the country's vulnerability to changes in external demand and weather shocks, due to its small size, open economy, and reliance on agriculture, Moldova's future development path will also need to include measures to renew and protect its human, physical, and social capital stock. Against this background, the main purpose of the FY18-21 Country Partnership Framework (CPF) is to support Moldova's transition towards a new, more sustainable and inclusive development and growth model. It is grounded in the NDS, takes into account outcomes of the FY14-17 Country Partnership Strategy (CPS), and incorporates the three topmost priorities of the recent Systematic Country Diagnostic (SCD), namely: (a) strengthening the rule of law and accountability in economic institutions; (b) improving inclusive access to and the efficiency and quality of public services; and (c) enhancing the quality and relevance of education and training for job-relevant skills. These three priorities define and inform the CPF's three focus areas: economic governance, service governance, and skills development, which are supplemented by climate change, a World Bank Group corporate priority, as a cross-cutting theme. The CPF incorporates key lessons learned during the last CPS, that political instability and governance challenges slow the pace of reform and that frequent personnel changes affect portfolio performance. Further, it assumes that the economic, political, and social stability experienced since January 2016 will continue at least until parliamentary elections in November 2018. Given that Moldova's post-election political orientation, policy environment, and stability are uncertain, only the first half of the CPF (FY18-19) is programmed. Activities for the second half (FY20-21) will be defined during the FY19 Performance and Learning Review (PLR).
Equity Capital

Capitalism is historically pervasive. Despite attempts through the centuries to suppress or control the private ownership of commercial assets, production and trade for profit has survived and, ultimately, flourished. Against this backdrop, accounting provides a fundamental insight: the 'value' of physical and intangible capital assets that are used in production is identically equal to the sum of the debt liabilities and equity capital that are used to finance those assets. In modern times, this appears as the balance sheet relationship. In determining the 'value' of items on the balance sheet, equity capital appears as a residual calculated as the difference between the 'value' of assets and liabilities. Through the centuries, the organization of capitalist activities has changed considerably, dramatically impacting the methods used to value, trade and organize equity capital. To reflect these changes, this book is divided into four parts that roughly correspond to major historical changes in equity capital organization. The first part of this book examines the rudimentary commercial ventures that characterized trading for profit from ancient times until the contributions of the medieval scholastics that affirmed the moral value of equity capital. The second part deals with the evolution of equity capital organization used in seaborne trade of the medieval and Renaissance Italian city states and in the early colonization ventures of western European powers and ends with the emergence in the market for tradeable equity capital shares during the 17th century. The third part begins with the 1719-1720 Mississippi scheme and South Sea bubbles in northern Europe and continues to cover the transition from joint stock companies to limited liability corporations with autonomous shares in England, America and France during the 19th century. This part ends with a fundamental transition in the social conception of equity capital from a concern with equity capital organization to the problem of determining value. The final part is concerned with the evolving valuation and management of equity capital from the 1920s to the present. This period includes the improvement corporate accounting for publicly traded shares engendered by the Great Depression that has facilitated the use of 'value investing' techniques and the conflicting emergence of portfolio management methods of modern Finance. Equity Capital is aimed at providing material relevant for academic presentations of equity valuation history and methods, and is targeted at researchers, academics, students and professionals alike.

Strengthening oversight : improving the quality of statutory audits in the philippines

Since 2003, the Philippines have been striving to implement reforms aimed at improving audit quality. Oversight of the audit profession is a key control over the financial reporting architecture of a country's private sector. A Quality Assurance Review system over audit practitioners is a subset of oversight which serves as a key monitoring control over the integrity of financial reporting. In keeping with the country's strategic priority of boosting private sector development by improving the investment climate for firms of all sizes, including greater access to finance, legislation was enacted to support the objective of increasing the integrity of private sector financial reporting through improved audit quality. Accordingly, the Board of Accountancy was mandated with the power to conduct oversight into the quality of audits of financial statements through a review of the quality control measures instituted by auditors in order to ensure compliance with the accounting and auditing standards and practices. . However, the injunction remains in place and, accordingly, implementation of the mandated Quality Assurance Review Program may not move forward. Several concrete steps should be taken in order to effectively move forward with the rollout of a comprehensive system of public oversight including audit quality assurance in the Philippines. These include (1) reforming the legal framework to establish an effective audit oversight system with sufficient legal power and authority (2) rationalizing the statutory audit threshold to minimize the conditions contributing to low quality audits, (3) building support among key stakeholder groups by properly addressing their concerns to the extent possible, (4) ensuring coordination of efforts among regulators to eliminate gaps and overlaps and foster collaboration among the group, and (5) establishing a dedicated Project Management Office to oversee the rollout of a Quality Assurance Review Program over audit practitioners.

Using panel data for 189 economies from 2005 to 2013, this paper shows that business-friendly regulations are correlated with the poverty headcount at the country level. This association is significant using the World Bank's Doing Business indicators on getting credit and contract enforcement. The findings suggest that the conduit for poverty reduction is business creation, as a source of new jobs and a manifestation of thriving entrepreneurship.

It was the worst industrial tragedy in the two-hundred-year history of mass apparel manufacture. Comparing precarious work in India, Ghana and South Africa, this book shows how innovative organisational strategies are emerging in the Global South to bridge the widening divide between the formal and informal economy. Farm workers in Ghana, India and South Africa are challenging colonial-type work practices. Municipal workers in Johannesburg and Accra are organising collectively. In the cities of India, Ghana and South Africa, workers in domestic service, unregulated factories and home-based work face difficult conditions with little or no union representation. Yet, these vulnerable workers are engaging in a range of creative strategies to fight for decent work and living conditions. The studies in this collection are predominantly ethnographic, drawing on the experiences of vulnerable workers through in-depth interviews, observation and, in some cases, large-scale surveys. Republic of the Philippines labor market review : employment and poverty

This study analyzes labor market performance in the Philippines from the perspective of workers' welfare. It argues that pervasive in-work poverty is the main challenge facing labor policy. Poverty is primarily due to low earning capacity of the poor and to their limited access to regular and productive jobs. Behind these are the two interrelated root causes of in-work poverty - low education of the poor, and the scarcity of productive job opportunities. The labor market is segmented into good and bad jobs, with the poor working in the latter. They hold jobs that are informal, temporary or casual, and low-paid. Widespread informality means that the poor neither benefit from the minimum wage policy nor from employment protection legislation. They do not benefit from wage growth either, because their bargaining power is weak. Good jobs are so few, especially in rural areas, that even better educated workers are often forced to take unskilled jobs and work as low-paid laborers. The reduction of in-work poverty hinges on removing constraints to gainful employment in both supply side (better education and skills) and demand side (better jobs). It is critical that the young poor have improved access to quality education, and be equipped with skills required in the modern sector of the economy. But in parallel, better jobs need to be created, which can be attained from the growth of the formal and higher value added sector of the economy. The process of structural transformation should be supported by effective labor policy. Labor regulations need to be made simpler and more flexible to facilitate the reallocation of labor from less to more productive activities, and from informal to formal sector. Targeted training programs have the potential to address the problem of low skills among the poor workers, especially the young ones. Such programs should be developed on a pilot basis and expanded if proven to be cost-effective.

Labor and product market reforms in advanced economies : fiscal costs, gains, and support

Product and labor market reforms are needed to lift persistently sluggish growth in advanced economies. But reforms have progressed slowly because of concerns about their distributive and short-term economic effects. Our analysis, based on new empirical and numerical analysis and country case-studies shows that most labor and product market reforms can improve public debt dynamics over the medium-term. This because reforms raise output by boosting employment and/or labor productivity. But the effect of some labor market reforms on budgetary outcomes and fiscal sustainability depends critically on business cycle conditions. Our evidence also suggests that some temporary and well-designed up-front fiscal stimulus can help enhance the economic impact of reforms. In the past, countries have used fiscal incentives in the past to facilitate reforms by alleviating transition and social costs. But strong ownership of reforms was crucial for their successful implementation.
